Panel Denies Waiver for Bloomberg Chancellor Appointee

The eight-member panel appointed by State Education Commissioner David Steiner voted against recommending a waiver for Cathie Black, Mayor Bloomberg’s preferred replacement for Chancellor Joel Klein.
